Earlier, Himachal Pradesh and Sikkim had declared themselves Open Defecation Free.

The announcement in this regard was made by the Drinking Water and Sanitation Secretary Parameswaran Iyer in New Delhi on the occasion foundation day of Kerala on 1st November 2016.

With this Kerala becomes first high density populated state in the country to achieve Open Defecation Free status. All 14 districts, 152 blocks, 940 Gram Panchayats and 2117 villages of the State have been declared free from open defecation.

Odisha Government has recently launched Madhubabu Aain Sahayata Sibir’ (MASS) scheme to provide legal assistance to deprived sections of the society at the grassroots level.

The scheme has been named after great Odia lawyer Madhu Babu, who is considered as the first lawyer of Odisha.

Key features of the Scheme:

1. State government will provide free legal consultations to deprived sections of the society by setting up legal assistance cells in all 6,812 gram panchayats across the state.

2. Legal assistance will be given in shape of free legal aid in order to ensure that opportunities for securing justice are not denied to any citizen for economic and other reasons.

3. A practicing lawyer with minimum three years of experience would head the legal cells. The lawyer who will give legal assistance will receive Rs 500 per sitting as remuneration.

4. It will help people especially the women, senior citizens, children, SC, ST and socially and educationally backward to resolve long pending litigations.

Maharashtra has recently been adjudged the most farmer friendly state in India followed by Gujarat and Rajasthan, according to NITI Aayog’s index on reforms in the farm sector. In a first of its kind of exercise, NITI Aayog has prepared ‘Agriculture Marketing and Farmer Friendly Reforms Index’ based on initiatives taken by the states in implementing farm sector reforms.

The Index is aimed at helping the states to identify and address problems in the farm sector, which suffer from low growth, low farm income and agrarian distress.

Key highlights of the index:

1. Maharashtra topped the index with a score of 81.7 out of 100.

2. Gujarat ranks second with a score of 71.5.

3 Rajasthan stood third with a score of 70.0 and Madhya Pradesh scored 69.5.

4. Almost two third states could not reach even halfway mark of reforms score. Major states like Uttar Pradesh, Punjab, West Bengal, Assam, Jharkhand, Tamil Nadu and Jammu and Kashmir are in this group.

5. Some states and UTs either did not adopt APMC Act or revoked it. They include Bihar, Kerala, Manipur, Daman and Diu, Dadra and Nagar Haveli, Andaman and Nicobar. Therefore, they are not included in the ranking.
