The Union Cabinet under the Chairmanship of Prime Minister Shri Narendra Modi has recently approved the scheme for grant of Permanent Residency Status (PRS) to foreign investors subject to the relevant conditions as specified in the FDI Policy notified by the Government from time to time.

The scheme is expected to encourage foreign investment in India and facilitate Make in India Programme. Under the Scheme, suitable provisions will be incorporated in the Visa Manual to provide for the grant of PRS to foreign investors.

Key points about PRS:

The PRS will be granted for a period of 10 years with multiple entries. This can be reviewed for another 10 years if the PRS holder has not come to adverse notice.

The scheme will be applicable only to foreign investors fulfilling the prescribed eligibility conditions, his/her spouse and dependents.

In order to avail this scheme, the foreign investor will have to invest a minimum of Rs. 10 crores to be brought within 18 months or Rs.25 crores to be brought within 36 months.

Further, the foreign investment should result in generating employment to at least 20 resident Indians every financial year.

Union Government on 1st September 2016 has constituted an expert committee to study slit in river Ganga in Bihar. The four-member committee will be headed by Member of Ganga Flood Control commission AK Sinha.

The Government instructed committee to submit its report within 10 days.

Other members of the committee include Chief Engineer of Central Water Commission SK Sahu, Prof. of IIT, AK Gosain and members of National Disaster Management Authority Dr. Rajnish Ranjan.

Background:

The committee was formed on request of Bihar Chief Minister Nitish Kumar. CM of Bihar during his meet to Prime Minister Narendra Modi requested him to send an expert team to study silt in Ganga which caused devastating prevailing flood in the state. He also said the centre should frame National Silt Policy to sort out various problems related to rivers throughout the state.

Union Government has recently notified the National Apprenticeship Promotion Scheme that would offer financial incentives to employers.

Under this scheme, the government has earmarked an outlay of Rs 10,000 crore to provide apprenticeship training to 50 lakh apprentices by 2019-20.

Under the scheme, 25% of the prescribed stipend will be payable to an apprentice. The stipend would be reimbursed to the employers directly by the government of India.

The scheme also supports basic training, which is an essential component of apprenticeship training by sharing of basic training cost with basic training providers in respect of apprentices who come directly to apprenticeship without any formal trade training (fresher apprentices).

The Gujarat government has recently signed a tripartite memorandum of understanding (MoU) with the Ministry of Civil Aviation and the Airport Authority of India (AAI) to develop 11 small airports and airstrips under the Centre’s Regional Connectivity Scheme (RCS) to boost regional air connectivity in the State.

As per the MoU provisions, Gujarat and the Centre will jointly undertake development and upgrading of infrastructure in 11 unserved or underserved airports and airstrips in Bhavnagar, Bhuj, Jamnagar, Surat, Porbandar, Mehsana, Mandavi, Amreli, Kandla, Keshod and Deesa. The Centre will provide the financial resources under viability gap funding of the RCS.

The Ministry of Indian Railways has recently launched insurance scheme for passengers , under which they can buy a premium of 92 paise while booking a ticket to get an insurance cover of up to Rs 10 lakh.

The scheme is available to all passengers, excluding those travelling by suburban trains, while booking online irrespective of the class. For the time being only those booking e-tickets will be able to avail of it.

The insurance cover will not be applicable for children up to 5 years of age and foreign citizens. It will be for passengers holding tickets such as confirmed, RAC and wait-listed.
