Who: United States
What: halts recent practice of disclosing nuclear weapon total
When: published on 18th April 2019

The Trump administration has halted, without explanation, the recent U.S. government practice of disclosing the current size of the nuclear weapons stockpile.

The decision was revealed in a recent Department of Energy letter to the Federation of American Scientists, a private group that had requested the data.

Back in May 2010, the Obama administration for the first time declassified the full history of the U.S. nuclear weapons stockpile from its beginning in 1945.

As recently as last year, the Trump administration disclosed that the stockpile consisted of 3,822 nuclear warheads as of Sept. 30, 2017, down 196 warheads from 2016.

The 2017 figure was provided in response to a request by the Federation of American Scientists. When that group asked for a 2018 update, the request was denied April 5.

What was India’s rank in the World Press Freedom Index 2019?
» Explain it
C
Hints to Remember

Who: India
What: drops down on World Press Freedom Index
When: published on 18th April 2019

India has dropped two places on a global press freedom index to be ranked 140th out of 180 countries in the annual Reporters Without Borders analysis released on Thursday, with the lead up to the ongoing Indian general elections flagged as a particularly dangerous time for journalists.

The World Press Freedom Index 2019', topped by Norway, finds an increased sense of hostility towards journalists across the world, with violent attacks in India leading to at least six Indian journalists being killed in the line of their work last year.

"Violence against journalists including police violence, attacks by Maoist fighters and reprisals by criminal groups or corrupt politicians is one of the most striking characteristics of the current state of press freedom in India. At least six Indian journalists were killed in connection with their work in 2018. A number of doubts surround a seventh case, the index noted.

These murders highlighted the many dangers that Indian journalists face, especially those working for non-English-language media outlets in rural areas, it said. Attacks against journalists by supporters of ruling BJP increased in the run-up to general elections in the spring of 2019, the analysis alleged.

The Supreme Court has recently determined _______________ as a ground to spare death row convicts from the gallows.
» Explain it
A
Hints to Remember

Who: Mental illness of death row
What: convicts ground to spare them from gallows, says SC
When: published on 18th April 2019

In a historic verdict, the Supreme Court has given a ray of hope to people on death row who develop “severe mental illness” post-conviction, saying their health condition would now be a “mitigating” factor for appellate courts for sparing them from the gallows.

An accused could till now take the plea of “legal insanity” under the Indian Penal Code (IPC) to avoid criminal prosecution and the defence was “made relatable to the moment when the crime is committed”.

A three-judge bench headed by Justice N V Ramana spared a condemned prisoner, who has not been identified in the verdict owing to his mental condition.

He was given death penalty in a barbaric rape and murder of two minor cousins in Maharashtra in 1999.
