Latvia became the first country in the Baltic Sea area on Friday to sign a memorandum of understanding to link up with China's Belt and Road Initiative, during Premier Li Keqiang's visit to the country.

The initiative, which comprises the Silk Road Economic Belt and the 21st Century Maritime Silk Road, aims to boost connectivity and trade across Asia, Africa and Europe. It was proposed by President Xi Jinping in 2013.

The memorandum was signed after Li’s meeting with his Latvian counterpart Maris Kucinskis in the country’s capital, Riga, on his first visit to the European Union country.

Li and Kucinskis also witnessed the signing of five agreements on cooperation in such areas as small and medium-sized enterprises, transportation and logistics.

Four rupee-denominated bonds worth a total of 600 million pounds ($748 million) are expected to be listed in London in the next three months, the British government announced recently, as Prime Minister Theresa May began a two-day visit to India.

The latest four bonds will provide financing to expand India’s highway and rail networks and meet its plans to boost energy efficiency and renewable energy.

They will be issued by Indian government-backed corporates Indian Railway Finance Corporation, Indian Renewable Energy Development Agency, Energy Efficiency Services Limited, and National Highways Authority of India by the end of January 2017.

Prime Minister of Pakistan Nawaz Sharif has recently inaugurated the operational activities of the revamped strategic Gwadar port in the south-western Balochistan Province.

With the operationalisation of the revamped Gwadar port, the multi-billion dollar China-Pakistan Economic Corridor (CPEC), linking western China to the Arabian Sea, became a reality.

Key Highlights:

1. The port was operationalised after a Chinese commercial ship laden with around 250 containers set off for West Asia and Africa.

2. The ship was carrying Chinese goods which were ferried by major trade convoy that started from Kashgar in western China on 30th October 2016 reached Gwadar on 12th November 2016.

3. It was considered as watershed moment in the history of Pakistan and symbol of Pakistan’s commitment to China’s ‘One Belt-One Road’ (OBOR) initiative, of which CPEC is a key port.

Benefits to Pakistan: China’s OBOR initiative integrates with Pakistan’s Vision 2025 which seeks to transform the country into a hub of trade and commerce. The CPEC would ultimately integrate South Asia, China and Central Asia. India’s concern: The CPEC is being laid through the Pakistan-occupied Kashmir (PoK).

More than 20 countries, including Brazil, France and India, on 15th November 2016 have signed the framework agreement of the International Solar Alliance (ISA) at Marrakech, Morocco.

The Framework Agreement of ISA was opened for signature on the sidelines of the CoP22 to the United Nations Framework Convention on Climate Change. This will make ISA a pioneering, action oriented and sui generis international and inter governmental treaty based organization that will be registered under Article 102 of the United Nations charter.

About International Solar Alliance (ISA):

International Solar Alliance (ISA) was launched by Prime Minister Modi and French President Francois Hollande at the CoP21 held in Paris in 2015.

This initiative was proposed by Prime Minister of India Narendra Modi first during his speech at Wembley Stadium. He launched the initiative at the India Africa Summit. Its main aim is to collectively work for efficient exploitation of solar energy to reduce dependence on fossil based fuels.

The alliance is also referred to as the International Agency for Solar Policy and Application (IASPA).

The structure of ISA will consist of two tiers in the form of an Assembly and Secretariat. The Secretariat will be set-up in New Delhi for the initial five years.
